Komite Independen Pemantau Pemilu (KIPP) Indonesia berdiri pada 15 Maret 1996 lahir di tengah kondisi dan situasi politik yang represif pada rezim otoriter orde baru. Dibentuk oleh lebih dari 30 Lembaga Swadaya Masyarakat (LSM), Jurnalis, Aktivis Gerakan, Akademisi, Cendekiawan, Budayawan, Mahasiswa, Organisasi Massa, Organisasi Pemuda, Kelompok Profesi, Keagamaan dan Kaum Buruh yang menjadikan KIPP Indonesia sebagai organisasi pemantau pemilu pertama di Indonesia.
