Dibentuk oleh lebih dari 30 Lembaga Swadaya Masyarakat (LSM), Jurnalis, Aktivis Gerakan, Akademisi, Cendekiawan, Budayawan, Mahasiswa, Organisasi Massa, Organisasi Pemuda, Kelompok Profesi, Keagamaan dan Kaum Buruh yang menjadikan KIPP Indonesia sebagai organisasi pemantau pemilu pertama di Indonesia.
